2.Enterprise interim report requirements:
When the shipper or its agent for exporting hazardous chemicals applies for customs inspection, they shall provide:
-"Declaration of Conformity of Export Hazardous Chemical Production Enterprises"
- "Performance Inspection Results of Export Goods Transport Packaging" (except for bulk products and those exempted from using hazardous goods packaging according to international regulations)
-Classification and Identification Report of Hazardous Characteristics Hazard disclosure labels (excluding bulk products) and safety data sheet samples;
- For products that require the addition of inhibitors or stabilizers, an explanation of the actual name, quantity, and other details of the added inhibitors or stabilizers should be provided.
3. Customs reviews the validity, consistency, completeness of declaration materials, conducts inspections on exported hazardous chemicals in accordance with relevant operating system instructions and inspection standards.
Second part
Identification of the use of dangerous goods packaging for export
Enterprise declaration requirements:
1.When applying for the identification of the use of dangerous goods packaging for export, enterprises should provide:
-Factory inspection form issued by the enterprise using dangerous goods packaging;
-Inspection Results of Packaging Performance for Outbound Goods Transportation;
-For plastic containers, plastic composite containers, and containers with coating (plating) layers that are used for the first time, review the "Compatibility Test Report" or compatibility self declaration provided by the enterprise.
2.Enterprises shall conduct batch by batch inspection and identification of the packaged export dangerous goods packaging, using the inspection content of identification, including the variety, quantity, specifications, packaging container markings, hazardous transportation warning labels, and packaging methods of the declared products.
3.Upon passing the inspection, issue packaging usage identification results for each batch.
What are the inspection contents of exported fertilizers？
The customs inspection of exported fertilizers includes compliance with safety, hygiene, health, environmental protection, fraud prevention requirements, as well as related quality, quantity, weight, and other items. For the export of fertilizers that belong to hazardous chemicals, export procedures must be carried out in accordance with the requirements of General Administration of Customs Announcement No. 129 of 2020. For the export of fertilizers that belong to hazardous goods, identification of the packaging and use of exported hazardous goods must also be carried out in accordance with the requirements of the "Inspection Law" and its implementing regulations.
For example, potassium nitrate, commonly known as nitrate or soil nitrate, is a raw material used in the manufacture of mining gunpowder, ignition wires, firecrackers, and so on. In agriculture, potassium nitrate is a nitrogen potassium compound fertilizer with high solubility, and its effective components nitrogen and potassium can be quickly absorbed by crops. Potassium nitrate is a chemical listed in the "Catalogue of Hazardous Chemicals" (2015 edition), with UN number 1486 and a dangerous goods category of 5.1 oxidizing substances. It is recommended to be packaged in category III. To export potassium nitrate, in addition to the general fertilizer inspection items, it is also necessary to apply to the customs for export hazardous chemical inspection and identification of dangerous goods packaging use.
